Eligible residents and small business owners will be receiving a natural gas enrollment letter for our community’s natural gas aggregation program through NOPEC.  Letters will begin mailing in mid-April for enrollment into the NOPEC natural gas program for the period beginning with customers’ June 2025 meter read dates.  

If you want to enroll in NOPEC’s Standard Program Price, you don’t need to take any action when you receive your enrollment letter.  You will automatically be enrolled. Additional information and rate options including fixed term and monthly variable pricing can be viewed online at nopec.org/gas or by calling NOPEC’s 24/7 Customer Care Center at 1-855-667-3201.  If you don’t want to enroll in the natural gas aggregation, opt out instructions are included in your enrollment letter.   

FAQs for 2025 Natural Gas Enrollment

What is NOPEC?

NOPEC is Ohio’s largest governmental energy aggregator that combines the buying power of 240 communities to negotiate competitively priced electricity and natural gas.  NOPEC also helps keep energy costs manageable by working to protect Ohio energy consumers from unreasonable utility rate increases and unfair regulation while also providing tools and resources to help residents and small businesses to reduce their energy usage and save even more. 

Why did I receive a letter from NOPEC?

You live in a NOPEC member community.  This means that the residents in your community voted to allow governmental opt-out energy aggregation.  Your community leaders chose to join NOPEC.  NOPEC negotiates natural gas supply rates exclusively for NOPEC community members.  NOPEC is required by the Public Utilities Commission of Ohio (PUCO) to send these enrollment letters every 2 years to all residents and small businesses that qualify to participate in the NOPEC natural gas aggregation.   

What do I need to do?

To remain a NOPEC customer, there is no action required from you.  You don’t need to fill out or return anything.  All eligible natural gas accounts are enrolled into the aggregation’s Standard Program option.  You can view additional NOPEC products, including monthly variable and 12- or 24-month fixed term products, online at nopec.org/gas or by calling NOPEC’s Customer Care Center at 1-855-667-3201. 

I want to opt-out of NOPEC, what do I need to do?

If you want to choose another gas supplier or return to the utility’s Standard Choice Offer (SCO), fill out the opt-out form included with your letter and return it according to the instructions provided. 

What does NOPEC charge for its services?

NOPEC receives no public funds, and its member communities and customers are not charged any dues or fees. NOPEC’s administrative expenses, such as the cost of enrollment mailings, staffing and expenses, are paid for by fees from our energy supplier.   

Are there any monthly fees that will be added to my bill if I enroll in NOPEC’s Natural Gas Program?

No. You will be billed for the natural gas that you use.  There are no additional fees from NOPEC.  

Is NOPEC an additional charge on my bill?

No. Utility bills are split into two costs, the supply charge and the transmission fee. NOPEC uses its bulk purchasing power to negotiate competitive supply rates. This shows up on your bill as the supply charge and covers the cost of the energy that you use. The transmission fees come from your utility for delivering energy to your home or business. 

If I enroll in NOPEC, will I be switching utilities?

No, you will not. Your utility will still be Enbridge Gas Ohio or Columbia Gas of Ohio.  They will continue to deliver your natural gas, read your meter and send your bill.  NextEra Energy Services Ohio, through NOPEC, will provide your natural gas supply. Your natural gas supply charges show up as a separate line item on the bill you receive from your utility. 

Will my service be interrupted when I switch suppliers?

No, your gas service will not be interrupted. 

What do I need to do to enroll in NOPEC?

If you received an enrollment letter in the mail, you do not need to do anything to stay in NOPEC’s natural gas program.  Your account will automatically be enrolled for the next two-year term starting with your June 2025 meter read date. 

What are NOPEC’s rates?

In the enrollment letter you received, the initial price for NOPEC’s Standard Program option is listed for NOPEC customers.  You can verify NOPEC’s Standard Program price online at nopec.org/gas.  All eligible accounts will automatically be enrolled in this option for the term beginning in June 2025.  

NOPEC also offers a Monthly Variable Price that is $.02/Mcf below the utility’s Standard Choice Offer

Enrollment in the Monthly Variable Price is limited and subject to availability. 

What if I previously enrolled in NOPEC’s Monthly Variable Price program?

Customers currently enrolled in NOPEC’s Monthly Variable Price program that want to continue to receive the Monthly Variable Price must contact NOPEC’s Customer Care Center at 1-855-667-3201. 

I previously enrolled in one of the fixed term products. Do I need to do anything now?

There is no action needed at this time to continue your enrollment under your requested Fixed Term product. Your account will remain enrolled under your preferred product based on the confirmation letter and updated Terms of Service that were sent to you at the time of your election.

What is NOPEC (Northeast Ohio Public Energy Council)?

Founded in 2000, NOPEC is a natural gas and electric energy aggregation representing hundreds of thousands of residential and small business customers in 240+ Ohio communities. We use bulk-buying techniques to purchase competitively priced electricity and natural gas and then supply that power to our customers. Since 2001, we have saved our customers hundreds of millions of dollars on their energy costs. We are also involved in encouraging and implementing energy conservation that saves our customers additional money.  

What is the value of NOPEC for me?  

NOPEC protects your energy investment by: 

    Negotiating better rates and terms.

    Advocating for consumer-friendly legislation.

    Educating consumers on ways to save even more on their energy usage.

NOPEC also provides valuable programs that benefit member communities and their residents such as energy efficiency grants and community event sponsorships.  

Who is in charge of this group?

NOPEC is governed by a General Assembly, made up of one representative from each community. From this group, a Board of Directors is elected.  

How do I join NOPEC?

Ohio has what is called an “opt-out” procedure. All eligible residents and small businesses in a member community are automatically enrolled into the aggregation program unless they choose not to by opting out.  

How is NOPEC funded?

NOPEC receives fees from the energy suppliers that we buy natural gas and electricity from. These fees are negotiated during the bid process and are calculated based on the value of bringing the load volume of the aggregation to that supplier without them having to incur the marketing costs to land those customers individually. NOPEC does not get any funding from consumers, taxpayers, or the communities we serve.  

What is the difference between NOPEC and other energy suppliers?

NOPEC is an aggregation of local governments focused on delivering both savings and stability to the consumers we represent. We are concerned with a long-term approach to the energy market, as well as short-term savings. NOPEC recognizes that long-term savings for consumers will result from regulatory changes and is dedicated to representing the interests of NOPEC member communities and their residents in seeking those changes.  

Private, for-profit energy suppliers are more focused on short-term offers. Their positions on regulatory changes and laws are often aimed at their own bottom lines rather than the interests of consumers.  

How can I compare NOPEC to offers from other energy suppliers?

2025 Natural Gas Aggregation FAQs

I am currently with another supplier but would like to join NOPEC’s natural gas. What are my options?  

Check with your current supplier to determine any early termination fees that may be a part of your contract with them. If you decide to leave before the end date of your contract, you may be subject to those fees. Call NOPEC’s Customer Care Center at 855-667-3201 (855-NOPEC01) for enrollment information.  

If I join NOPEC’s natural gas aggregation program, who will deliver my natural gas, read my meter, send my bill, and respond to emergencies?  

Your local natural gas utility will be responsible for the delivery of natural gas to your home or business. Since your natural gas utility owns the pipes, they will continue to read your meter usage and send your bill. You should continue to call your local natural gas utility if you have a natural gas emergency.  

Is there a termination fee if I choose to leave NOPEC’s natural gas program?

No, there are no termination fees to leave NOPEC.  

Can I remain on budget billing?

How will I be billed?

You will receive one bill from your utility. On the bill, there will be a line item for the natural gas supplied to you from NOPEC/NextEra Energy Services Ohio, LLC.

No, your gas services will not be interrupted.  

Do you offer variable or fixed rates?

Yes, NOPEC offers plenty of rate options for customers to choose from. Our Standard Program Price is a competitive rate that varies based on favorable wholesale purchase prices in the market. We also offer Monthly Variable and 12- and 24-Month Fixed Term products. Under our Monthly Variable Price, you will receive a rate that is $0.02/Mcf less than the utility’s monthly Standard Choice Offer price. 2025 Electric Aggregation FAQs 

I am currently with another supplier but would like to join NOPEC’s electricity program. What are my options?

Your local electric utility is responsible for the delivery of electricity to your home or business. It will also continue to read your meter, send your bill, and restore power after an outage.  

Are there any cancellations fees for the electricity aggregation program? 

No, you may terminate the agreement at any time without penalty. You will have to pay for the electricity supplied by NOPEC until the date of the switch, but there is no early termination fee.

What is NOPEC’s Standard Program Price?

Are there other pricing options? 

Yes. NOPEC offers plenty of rate options for customers to choose from, including 12- and 24-month Fixed Term, Monthly Variable, and even 100% Renewable products. The Monthly Variable Price is a percentage off the utility’s Price to Compare (PTC). Enrollment in this program is limited and subject to availability. Does NOPEC have a green energy product? 

The electricity supplied by NextEra Energy Services Ohio, LLC to NOPEC’s electric aggregation for the Standard Program Price and Monthly Variable Rate includes EarthEra® Renewable Energy Credits (RECs) equal to the quantity of RECs required by the Ohio RPS. Additional product options, including REC content for 100% of the customer’s energy usage, are also available at www.nopec.org/checkrates. 

EarthEra® RECs are national voluntary RECs created by wind or solar energy projects located in North America. The EarthEra program was established by NESO’s affiliate, NextEra Energy Resources, to provide an innovative way for businesses and consumers to support the development of renewable energy resources.   


2025 Opt-Out FAQs

What are these enrollment letters NOPEC is sending out?

NOPEC is required by the Public Utilities Commission of Ohio (PUCO) to give all eligible customers the chance to “opt-out” of NOPEC’s aggregation programs. In other words, you can choose to leave NOPEC and select another electric supplier or return to the Price to Compare or Standard Choice Offer from your local utility. If you would like to continue to be served by NOPEC, there is no action required from you. You don’t have to fill out or return anything.  

What if I did not receive an opt-out notice?  

There are several reasons some customers may not have received an opt-out notice: 

    Customers may be under contract with another supplier and are not eligible.

    Customers may have been inadvertently excluded from the database acquired from the utility.

    Customers may have been excluded due to having an ineligible rate code on their account.

    Customers may have previously signed notice from the utility that prohibits them from releasing a customer’s information to independent suppliers.

    Customers may be ineligible because they are on Percentage of Income Payment Plan (PIPP) or Home Energy Assistance Program (HEAP) or are not current on their payments to the utility.

Customers who did not receive a notice and want to join the program should call NOPEC’s Customer Care Center at 855-667-3201 (855-NOPEC01).  

Why do I have to pay for the stamp on the opt-out card?

NOPEC is a council of governments representing our member communities. We give all our customers an opportunity to opt out of NOPEC at any time without any termination fees or penalties. To control operating costs, we do not pay postage costs to mail in an opt-out notice. 

Why can’t I opt out online?

Unfortunately, we need a signature from the person who is electing to opt out. That’s why the opt-out form must be returned by mail or faxed to 440-774-4422.  

What happens if I opt out?

If you choose to opt out, you can select another natural gas or electricity supplier or default back to the utility for your energy supply.  

How do I opt out?

If you do not want to participate in NOPEC’s natural gas or electric program, sign, date, and return the opt-out form included in your enrollment letter by mail or by fax to 440-774-4422.  

If someone previously opted out, do they have to opt out again?

By law, if the customer opted out previously but did not choose an alternative supplier and remained with the utility, they are required to opt out again every 2 years for natural gas and every 3 years for electricity.  

What if I change my mind and decide not to have NOPEC supply my electricity or natural gas? All consumers who do not opt out are enrolled for a period of up to two years for natural gas and three years for electricity, after which they can be given another opportunity to opt out. How do I permanently get removed from the electric opt-out mailing list?

You can file with the Public Utilities Commission of Ohio (PUCO) to be on the “Do Not Aggregate” list.

Call NOPEC’s Customer Care Center at 855-667-3201 (855-NOPEC01).
